Repeats over and over with subtle variations in rhythm.  For
example, the first time through he uses a quarter note for beat one
of the first G chord, but sometimes he plays a pair of 8th notes or
an 8th and two 16ths instead.  

The Em7/A is really just a couple of strokes with no fingers down, 
and the G(no5) is really just a partial upstroke anticipating the G 
chord a 16th note early.  If you aren't wanting to copy Dylan
exactly, you can omit these two chords and just stay on an Am if you
prefer.
